Chris Doten is a technology strategist and builder working at the intersection of democracy, human rights, and digital transformation. He has worked in over 40 countries across five continents, from fragile democracies to tightly controlled political systems, helping institutions harness the positive power of emerging digital capabilities while managing real-world security risks. He has designed and deployed scalable systems for civic engagement and accountability and advised major technology platforms and emerging startups on incorporating global and human rights considerations into product and policy decisions.His experience spans network security and systems administration, political technology development, policy advising, cybersecurity training, digital ecosystem assessment, and AI-focused modernization — giving him a full-spectrum understanding of how digital systems are built, governed, and secured in complex political environments.
Chris specializes in cybersecurity and digital resilience in high-risk political environments and has trained hundreds of at-risk digital rights defenders from Azerbaijan to Zimbabwe. Having worked on national-level political campaigns, Chris brings practical experience in applying digital communications, data, and campaigning tools to organizing, advocacy, and governance.
As the first Chief Innovation Officer at NDI (National Democratic Institute), Chris Chris led digital democracy initiatives for a decade, applying context-appropriate technology to reach more citizens, track political processes, and support election integrity in dozens of countries. Building on this experience, he now serves as Chief Technology Officer of a technology and data analytics firm, where he leads enterprise-wide digital transformation initiatives focused on responsible AI integration, cybersecurity, and institutional modernization.
Chris earned a BA in Computer Science and History from Carleton College and a Master of Law and Diplomacy from the Fletcher School at Tufts University.
