As the the internet becomes inextricably intertwined in the lives of an increasing majority of people around the world, international development needs to reflect that reality. USAID created the first-ever Digital Policy to provide guidance on how to navigate these changes, and Chris served on the drafting committee - the only person outside of the technology division to do so.

Chris was particularly focused on holistically integrating democracy and human rights considerations throughout the Policy, and is proudest of the insertion of “rights-respecting” in the Digital Policy Vision: “USAID envisions a world where open, inclusive, secure, and rights-respecting digital ecosystems enable people everywhere to thrive.”
